Briefly in Tompkins

The Danby town board will hold a public hearing at 6:30 p.m. today on a proposed law amending subdivision regulations. The hearing will run directly into a town board meeting where board members will vote today on whether or not to overhaul subdivision regulations.

Prior to the last town board election, subdivision regulation laws were strengthened so that the town board would have a bigger voice in how town land is developed. If the proposed changes carry the majority vote, subdivision laws will be modified to give the town less influence in town land development. The proposed laws come from a task force reassembled by town planning board member Ray Van de Bogart.

Senate passes GOP eavesdropping bill; House to consider Saturday

WASHINGTON (CNN) -- The Senate Friday approved a Republican-sponsored bill backed by the White House to close what the administration has called critical gaps in U.S. intelligence capability.

The bill passed 60-28, garnering the 60-vote majority it needed to pass. Immediately after that vote, a Democratic-sponsored bill failed to reach the 60-vote majority.

The votes followed one in the House, where lawmakers failed to approve a Democratic-sponsored bill that administration officials said they could not support. The 218-207 vote was short of the two-thirds majority it needed to pass.

The Senate bill is expected to go to the House Saturday, where some Democratic sources said it is likely to pass.

CSX Tests Pilot Rail System

Making our rail system safer; that's the goal of a pilot program that New York is testing out.

CSX transportation is trying the program out to increase security in the rail system. With the system, state authorities can pinpoint in real-time exactly what lethal substances are traveling through the state by rail and where.

The other states participating in the pilot project are Kentucky and New Jersey.

The goal is to streamline information and get it into the right hands during an emergency. Officials sitting in a large operations room can track any trains on the CSX system, what they're carrying, where they are and where they're going.

Drill could reach trapped miners early Friday

HUNTINGTON, Utah (CNN) -- Rescuers believe they are closing in on six workers trapped since Monday in a central Utah mine after the mine tunnel collapsed, authorities said Thursday.

"Things are happening very rapidly now," mine owner Bob Murray, president and CEO of Murray Energy, said Thursday evening. Officials are drilling bore holes into a cavity where the miners are believed to be. They hope to drop cameras and a two-way communication device into the holes to establish whether the men are still alive and, if so, establish communication with them.

A 2.5-inch bore hole had penetrated to 1,730 feet as of 6 p.m. (8 p.m. ET), said Richard Stickler, assistant secretary of the Department of Labor for mine safety and health.
